I’m sharing some information about a new ordinance, adopted February 19, 2025, designed to streamline the conversion of ground floor commercial spaces into residential units. This initiative aims to revitalize vacant commercial properties and expand the availability of rental housing in Chicago.
This is especially beneficial if you have a former storefront that you’re considering converting or already using as a living space. This ordinance offers a pathway to legalize these conversions, benefiting both buyers and sellers interested in transforming existing storefronts into homes. The administrative adjustment process is now much more efficient and cost-effective compared to previous requirements for variances or zoning changes.
Here are key considerations for this ordinance:
* The property must be located in an R, B, C, or D zoning district, excluding C3 or DS zoning districts.
* To qualify, more than 50% of the zoning lots on the same side of the block must already be designated for residential use. If this criterion is met, property owners can apply for an administrative adjustment (through a building permit application) to convert their commercial space into residential.
* Standard administrative adjustment procedures apply, including notifying adjacent property owners and the local alderperson.
